A pre-tendering meeting will be held at 9:00 am on Sunday, April 12, 2009 at the office of the Director of Construction Projects Design Department at the Ministry of Public Works. Completed sealed tender documents are to be submitted at the offices of Central Tenders Committee in Kuwait. Companies, which wish to participate in this tender, should submit the additional application within two weeks from the date of issue. The inquiries and reservations regarding the technical specifications shall be submitted within two weeks from the date of offering. The above-mentioned price should be paid by certified cheque or K-net card. The national manpower rate certificate, issued by the Ministry of Social Affairs & Labour, shall be valid for one year and to be submitted with the submittal of the offer. The offer should remain valid for a period of 90 days from the closing date and KD 2,835,000 tender bid bond should remain valid for the period of the validity of the offer.

An award is expected in August 2009

The client has decided to re-tender this project in an effort to secure a lower price. This decision comes despite the Central Tenders Committee (CTC) approving the lowest bid of $1.1 billion for the main contract, which was submitted by a joint venture of South Korea's Posco Engineering & Construction and local Syed Hamid Behbani & Sons. New tender documents are scheduled for issue within 45 days. Under the terms of new tender, only international firms will be pre-qualified for the project, with local firms acting as sub-contractors. It is also possible that this project could be cancelled if bids for the re-tendered contract do not come in substantially lower.

This project will be located at South Surra in Kuwait. Scope of work will include construction of a hospital complex consisting of a main building with an area of 47,000 square metres comprising 2 basement level, a ground floor and 12-additional floors as well as construction of a dental building spread over an area of 5,000 square metres comprising a basement level, a ground floor and an additional floor. The staff and doctors residency building spread over an area of 2,000 square metres comprising a ground floor and 3-additional floors. It will also include construction of a services and power building, laundry building, engineering workshop, medical gas building, ground water tank, a multi-storey garage and 3-storey underground car park building having capacity of (7,000) cars. The Central Tenders Committee (CTC) has approved the bid of $128 million submitted by local Heavy Engineering Industries & Shipbuilding Company (Heisco) for the main contract on this scheme. The client is expected to sign the contract soon. Scope of work calls for the supply and installation of (2 Nos.) 130-kilometre-long steel pipelines to supply feedstock for the existing Doha co-generation complex and any planned new capacity at the site. Heisco beat off competition from (10) other local and international contractors. Basic engineering on the pipelines has been carried out by UK's Penspen International
